What is not billed

The billable thing is a production job or store read that completed. These are not billed:

Item	Why it is free
Health	`GET /healthz` and `GET /readyz` are platform liveness.
Quote	`POST /v1/billing/quote` and `POST /v1/operations/quote` estimate cost. They do not run the job.
Limits	`GET /v1/limits` and `GET /v1/billing` are account introspection.
Catalog	`GET /v1/guides`, `GET /v1/billing/rates`, and `GET /.well-known/secapi-guides.json` are discovery.
Test-key traffic	`secapi_test_…` keys (`livemode=false`) are free and fixture-only. See Test keys and live keys.
Failed before work	`4xx` and `5xx` that fail before work starts are not billed. Failed, cancelled, or in-flight intel or artifact jobs are free.

Successful completion of a named intel job is billed once: intel_pack $0.50 or intel_report $1.50. Polling the same completed job does not bill again. Internal store hops the packer makes are not billed. GET /v1/factors/decomposition stays a $0.05 store read.
